Large-scale import of Polish pork to Ukraine according to gray schemes is under the guise of offal and lard, while the veterinary control of the products does not have the proper level, or even not at all.
One of the leaders in exporting pig meat to Ukraine is Poland, where for several years in a row they have been struggling unsuccessfully with ASF. 81 outbreaks of ASF were detected, and in 2018, 57 episodes have already been recorded.
As a fight against the disease, in 2018 it was planned to conduct 230 thousand inspections of farms, of which 6 thousand inspections were made. Mindful of this, some EU countries have reduced, or even completely refused to import pork from Poland.
At the same time, the only foreign market for Poland was Ukraine, which also has its own meat products. To compete with Ukrainian products, Polish merchants use black and gray schemes. Smuggling is called black import, and gray is the supply of a product at a lower price when it is presented as another, cheaper product. So, according to the documents, the product is registered as fat, and an expensive type of meat is imported.At the same time, the state will receive less insurance fees and incur losses. In 2018, state damage from these schemes amounted to 850 million UAH. In conditions of fierce competition with cheap Polish pork, Ukrainian pig farmers are forced to reduce the cost of meat. local producers suffered losses in the amount of 5 billion UAH. The amount of working capital for pork producers is decreasing, and Ukraine is becoming less attractive to investors.
The biggest danger of illegal import of pork is the lack of proper veterinary control. Such meat can include bacteria harmful to humans, viruses, and also damages agriculture, animal husbandry as an industry and the environment as a whole. In this context, the importation of contaminated meat is biological terrorism, as Ukrainians are fed meat litter.
